1466.9 Crore to be spent for upgrading education sector of J&K

Government of India has decided to provide Rs 1320.21 Crore for upgrading the education sector of the Union Territory of Jammu and Kashmir under Samagra Shiksha scheme.

Out of this central share, Rs. 780.32 Crore shall be provided for elementary education wherein the tentative share of recurring and non-recurring grants will be Rs 63343.35 lakh and Rs 14689.30 lakh respectively.

Rs. 512.10 Crore shall be provided for secondary and senior secondary education, wherein the tentative share of recurring and non-recurring grants will be Rs 8281.68 lakh and Rs 42919.42 lakh respectively.

And at last, Rs 27.87 Crore shall be provided for Teacher Education wherein the tentative share of recurring and non-recurring grants will be Rs 2174.01 lakh and Rs 613.98 lakh respectively.

It is learned that the non-recurring grant will be released against the committed liabilities and the fresh approvals subject to the production of required documents by State/UTs and physical and financial progress of these interventions under the non-recurring head.

The activities which may be prioritized while incurring the expenditure are as follows: RTE entitlements, Foundational Literacy and Numeracy, Quality initiatives including ICT, VE and TE, School Grants including library and school grants, Gender & Equity and inclusive education, and Completion of pending civil works/spill over.

“The Balance of the outlay (i.e. Rs. 86273.57 lakh) approved under Non-recurring components in previous years which is not spent fully, is the outlay saved/spill over for the subsequent year (i.e. 2020-21). Against the above Spill over, the committed liability of Department of SE&L is Rs. 45487.19 lakh (Rs 4552. 43 lakh for Elementary, Rs. 40320.78 lakh for Secondary and Rs. 613.98 lakh under Teacher Education after surrender) keeping in view the total approvals and grants already released,” reads the official document in possession of The News Now.

On the other hand, J&K Government will contribute Rs.146.69 Crore as per the existing fund sharing pattern of Samagra Shiksha. The UT will also be able to utilize their unspent balances as on 31st March 2022 for the activities approved in 2021-22, including spill over.

It may be mentioned here that the demand of funds projected for the AWP&B for 2021-22 under Elementary, Secondary, and Teacher Education by the UT was for Rs 1980.17 Crore.

Here, Rs 104791.49 lakh was estimated under elementary education, Rs 89768.89 lakh for secondary education, and Rs 3457.35 lakh for teacher education with their recurring and non-recurring estimates.
